Decision cannot yet be made

Folks,

I passed the interview on March 25th, but the IO gave my N-652 with a decision cannot be made remark. I called USCIS and spoke with a supervisor. She confirmed that they have received the FBI name check. Her "belief" as to why the IO gave me a "no decision cannot yet be made", was that the IO may want to check something with his supervisor.

Is that common?

If you read the forums, you'll see that it is a fairly common occurance. Sometimes a supervisor needs to make the final approval. If they made you sign the bottom 2 sections of the N-400 and you passed both tests, you should be receiving an Oath Letter within the next 4-6 weeks.
 
I was NOT made to sign on the application and was instead told to

1. PRINT my name in 2 places in original aplication I submitted (NOT asked to SIGN)

2. SIGN my name on photograph

and was give N-652 with a decision cannot be made remark, but passed english and history exam.

Is this normal? Anyone else in similar situation.

I do not think it is a common occurrence, if all checks are done - #1) Did you not ask the IO what was up? #2) Were there any issues which were discussed during the interview?
 
I have been waiting for Oath from last 100 days. Please keep everyone posted if any of you did get an Oath.
