Any prediction/thoughts for December Visa bulletin? Any hope for EB3-India?

This is a key sentence in the visa bulletin - "The cut-off date for an oversubscribed category is the priority date of the first applicant who could not be reached within the numerical limits."
The State Department does not really care how many 485s have been applied for. All it cares about are the cases that have been processed by the USCIS upto the final stages and are only waiting for
a visa number to be approved. This is the list/report that I guess that the State Department
bases it's cut off dates. So, based on that assumption if the USCIS has sent a bunch of processed cases (but waiting for visa number for approval) in Nov and the case PDs are spread out
from 1999 all the way to 2004 then depending on the demand we could end up with a cut off date of 2002 or 2001 for high demand countries like China,India.
From the lack of date movements in the Sept, Oct and Nov bulletins it appears that USCIS is either sending a very low volume of processed (to completion) case numbers for getting a visa number (much below the numerical quota for the 1st quarter of FY2008) or
USCIS does not have any cases at all for visa number approval.
In 2008 and 2009 we will see a retrogression overing around 2004 and 2005 because
1) Dallas & Phylly BECS cleared a lot of old cases with PDs of 2001 & 2002. These PDs have now entered the 485 queue
and start surfacing as "completed processing but waiting for visa number" applications about a year from now.
2) Since LC substitution was ending in the middle of 2007 there was a mad rush for filing 485 applications with
old PDs. These will also weigh in when they surface as "processed to completion but waiting for visa number".
If logic prevails, my guess is the December 2007 bulletin PDs will remain about the same or advance slightly further because
my guess is USCIS the is not having many 485s waiting for visa number for approval. Mid to Late 2008 and early 2009 will be interesting because of
the large influx of applications from the July 2007 bulletin.
