Yes, it is generated on Saturday, 12/14/2004. I have seen number of RFEs and approvals on Saturday before. Might be automated process runs on saturday.
 
From arvinz case it's safe to say

BCIS put RFE case on hold for 30 days, every 30 days they will check if the RFE reply is received, if so, approve it or take further actions.

Arvinnz's case was issued RFE on 12/14, and he was approved on 2/14
