I seriously believe CIS is trying to make sure all applications prior to 12-18-99 have been processed before moving the date. They are being extra careful with the lawsuit going on - and I believe they are trying to process folks in order received. When I got my GC, I got approved before people who had an earlier reciept date - AND the date hadn't moved.
We have seen some folks with dates beyond 12-18-99 getting processed and approved. I believe a gentleman just got approved a week or so ago with a Jan 2000 reciept date. I think they are cleaning house so they aren't liable for more lawsuits - this is all part of their tactics. They want to come out smelling like roses at the end of the lawsuit.
One more thing for you to keep in mind is that we are only 3 months into the fiscal year. So, they have time to approve the 10K visas for the 05 fiscal year.
