Cut off number for South America is 2,755?

My case number is 2005SA000344x and according to last Visa Bulletin, cut off number for September is 2,755. Does it mean that we do not have any chance to receive second letter with visa interview date? What should we do?
Hire a lawyer? Send a complaint letter to KCC? Please kindly advise. Understand that more than 5,000 people we notified as potential winners in South America but only 2,775 will be interviewed. Awaiting any comment.
 
I'm sorry, but you've lost a chance to get your GC this year. No lawer or complaint can help you. They always notify more people than they have available visas. Even people whose numbers are already availble could possibly ran out of time because of huge delay all over the US. Sorry!
