So at times it might have lesser visa but if the return rate is high it will increase again the coming month. I think for Bangladesh case, it has visa available for them but the country limit force to cancel all the interviews scheduled.

Even if the cutoff is current, visas could be unavailable, and sometimes are unavailable. Even if a cutoff is current, you might not get an interview. And that happened in the past. They had visas available, but the regional limit for Europe forced them to cancel. The cut off for EU was not current for September 2004 though, but that does not really matter - the idea is the same. They had interviews scheduled, and hey were all cancelled because visas were no longer available, even though they were available before.
