"CURRENT" status Explanation

It means they will no longer enforce the cutoff for that region for scheduling interviews. In theory it means therefore that anyone waiting for an interview (at any case number) could get an interview. Remember - this refers to DV2013 - they haven't started processing DV2014 yet.

I just saw Visa bulletin for August 2013 and for Europe it says "CURRENT". What does this mean?

It means that all the case numbers which have not had their interview, will be interview in August. The fiscal year starts with certain cut-off numbers for every month. The cut-off numbers keep on increasing till a stage comes when all numbers get current and get their interviews in that particular month.
 
current is referred to visa availability for the region
current means "all",
it means all Europe applicants will be invited for an interview
 
It does not mean all EU numbers will be invited for an interview. It just means KCC/consulates could schedule any number. Historically not all numbers are scheduled in situations like that
 
If there are sufficient numbers in a particular category to satisfy all reported documentarily qualified demand, the category is considered "Current". For example: If the monthly allocation target is 3,000 and we only have demand for 1,000 applicants the category can be "Current”.

Whenever the total of documentarily qualified applicants in a category exceeds the supply of numbers available for allotment for the particular month, the category is considered to be "oversubscribed" and a visa availability cut-off date is established. The cut-off date is the priority date of the first documentarily qualified applicant who could not be accommodated for a visa number. For example: If the monthly target is 3,000 and we have demand for 8,000 applicants, then we would need to establish a cut-off date so that only 3,000 numbers would be allocated. In this case, the cut-off would be the priority date of the 3,001st applicant.

Interesting. It doesn't necessarily describe how they operate the DV case numbers, but interesting nonetheless.

This quote requires some understanding. If you just plainly read it you might have some misconceptions. The following examples will help to figure out those misconceptions

In June and July dV-12 asian numbers were current.
Schedule for Ankara consulate included the following numbers for AS.

All September 2007 interviews for Bangladesh were cancelled as of September 4th for the rest of September because visas were exhausted as of the end of day September 4th.
Bangladesh was current for September 2007.

and another good example. in DV-1 lottery SA was unavailable for August but became available again for September.
and one more. In dv-1 and some further lotteries it was common when cutoffs increased (and became current) and then decreased (becoming non-current), then increased again and decreased again several times.

Yes, visa availability will adjust accordingly each month. So at times it might have lesser visa but if the return rate is high it will increase again the coming month. I think for Bangladesh case, it has visa available for them but the country limit force to cancel all the interviews scheduled.

They had interviews scheduled, and hey were all cancelled because visas were no longer available, even though they were available before.
 
Those instructions are for the KCC/NVC workers. In case of DV lottery situation changes much more frequently than once a month. that is why those definitions do not make much sense for you. Even if the cutoff is current, visas could be unavailable, and sometimes are unavailable. Even if a cutoff is current, you might not get an interview. And that happened in the past. Look at the examples I provided.

If they really have to cancel the interviews due to cap or limit imposed by countries or regions, it normally will only happen in either August or September because each month the max visa issue cannot be more than 10% annual limit. So, in theory, if the interview schedule before Aug should be safe.
