Cruise to Mexico - H1 stamping

My husband and I want to go on a cruise to Mexico on March 17. He's on H1B and he's never had a visa stamped before. I don't know how long does it take or if it's even possible, so anyone with a similar experience, I'd appreciate your response - can he get this done at the first port of the cruise at Progreso, Merida? The ship's only staying there from 7am to 4pm.

If you want to land in Mexico for short duration, please use automatic visa revalidation. Visa stamping is not necessary. For your information - visa stamping is possible only at a U.S. Consulate located in Mexico.
