Criminal History

Hi guys, I just got married to an American citizen and I started the paperwork for the Green Card.

I've filed more than a month ago and I still didn't receive the receipt notices. I filed to the Chicago Lockbox facility. My friend filed two weeks after me and she did get the receipt notices already. So, I have 2 questions:

1) Is it normal for the receipt notices to take more than a month to arrive?

2) I've noticed that the I485 asks you to submit a criminal record, but I don't even have one, I don't think I even talked to a cop ever. I am a good guy! :)
So, the question is: do you still have to submit a criminal record stating that you don't have one (because you haven't ever done anything wrong), or it is no necessary unless you do have something in your records? Could this be the reason why is this taking so long?

1.) did you get a delivery confirmation on it? have the cheques been cashed? it should not take more than 4-6 weeks for the receipts.

2.) No. If you do not have a criminal record, then there is no need to include anything regarding your clean history.

No, they haven't been cashed. I just realized that I sent the wrong fee, $190 (which was last year's fee) instead of $355. I called USCIS and they said that they were going to send me an insufficient fee note and how to fix it, but they also said that I wasn't even in their system, like they don't even get my application or didn't even process it yet... Weird, it's been over a month now.
