"To authorize Federal judges to carry firearms." may be you are talking about H.R. 4437 which again as far as I know is practically dead. It is a bill from House and not a report.
The senate doesn't change sections of a House bill. Amendments can be made as additions and the bill is generally taken up for voting. If Senate has an equivalent bill then both houses in a conference reconcile any differences in the two bills, in immigration case, this conference never happened.
