CR-1 Visa Pakistan/America, waiting forrrreeevverrrrr help?

Hi,
I am an American (wife) who met my husband (Pakistani) in South Korea. We married in Seoul and filed for a CR-1 visa there about a year and a half ago. I was pregnant, so I went home to the USA, and shortly thereafter, my husband returned to Pakistan.

Our case entered Administrative Processing, whatever that load of BS is. And it has been this way since. He had his case transferred to Pakistan, but they only recently transferred it after, they (Seoul) say, that they were done with everything.

It has been a confusing mess. We emailed both Seoul and Pakistan on the same day, and this is what they had to say about the case:

Islamabad Embassy:
Our record indicates that the case is still pending under administrative process and we will contact the applicant(s) upon completion of this process. Also, time duration for the process is always approximated therefore maximum cannot be predicted.

Seoul Embassy:
All necessary steps have been completed in Seoul and the case jurisdiction is now with Islamabad. Islamabad confirmed that they do not need additional steps required from us.

We strongly encourage you complete the process in Islamabad as it would be the most efficient way to complete your case.

.... for a case whose petition has already been approved and is currently pending for visa issuance.

It seems to us that Seoul is saying, "Hey, your case is done, just wait." And Pakistan is stalling or not wanting to commit to this, or something else entirely that we're not thinking of.

What is going on? Has anyone else transferred a case like this? We were going to move back to Korea so we could be together with our child, and now they are saying this, we don't know what to do. We have waited long enough. We have had it with waiting. How long do they expect to keep families apart? It is beyond ridiculous.

How long after AP does it take to issue the visa?
