CP interviews in Mumbai

Folks:
This may be an elementary question, hope someone clarifies.
My application reached the Mumbai Consulate in mid-July, but I wasn't assigned any Visa numbers.

Fast forward to the September visa bulletin, which quotes that the EB2 India cut-off date has been moved to Apr-04 because consulates abroad have returned un-used visa numbers.

Can some explain this?

I know several people on this forum had interviews scheduled in Aug that were cancelled because of lack of visa numbers.

As per Sept bulletin for EB2 India applicants from India whose PD is April 04 might be scheduled for an interview. They would be scheduled for an interview if consulate, NVC have completed their work on the case and if the PD is current for that month.

Thanks for the response. It doesn't look like any EB interviews are scheduled in September in Mumbai.

What's confusing me, is that a lot of applications were not assigned visa numbers because none were available in July. However, the september visa bulletin says that there were numerous 'unused' visa that were returned from consulates.

Is there a quota for each consulate or consulates in each country ?

there is only quota at the country level. what it means is, lots of ppl on CP were waiting for 2-3 years for their interviews to being scheduled and suddenly when they wree scheduled and when they were not able to make it , those visas are returned. hence sept bulletin is reusing those visas.
 
Atlast I have got a visa appointment set-up in September under EB2. My PD is March 2003.

Hopefully, other qualifying members also will be getting notified soon.

Hi Amit,

How did you get notified of your appointment? If you look at the Mumbai schedule, there are no EB category interviews scheduled for September. See link: http://mumbai.usconsulate.gov/uploads/images/jaOK3ikqYOGWvHvkASObaQ/apptsept2007.pdf
