You don't need to give a reason to NWD as to why you want your packet 3 to be mailed to India. Also remember that a large number of people go for green card directly without having been to the US unlike people who go on F1/H1B and then file for green card. In short it is fine to receive a package in India. However, as always check with your lawyer before taking any step.

75% of all interviews are non-employment based interviews at the consulate, Anyways you realy dont need p-4 you can download the page off the web-site, as long it shows your case # and date you should be fine. alos if you dont need the pay stubs as everyone says you will be well off

No response from Delhi consulate

Thanks for your advice.
I am having tough time getting a response from NWD. I have sent couple of emails several days ago to find out my case number and interview date but no clue yet.
