CP for Begium Citizen born in India

I would like to know how long the whole green card processing would take for a person who is currently Belgium Citizen but was originally born in India. Will that person have any benifit as far as Priority Dates are concerned?

Can this case be filed as future employment? This person would like to start working for the sponsoring company only after he gets the green card.

Can this person use a Substitute labour?

Is CP faster then Adjustment of Status? Does priority date crap also apply to CP as well?

I would really appreciate any comments and responses to my questions and concerns.

No benefits

Priority dates go by country of birth, not by citizenship.

Substitute labor should be fine - but (s)he has to indicate on the 140 application if its CP or 485. In either case, the same priority dates apply - so the person has to wait till priority dates become current before either submitting the 485 application, or before NVC will start processing a CP application.

Belgium is a very nice country. If your friend has citizenship there, he/she should seriously consider staying and working there instead of joining the crazy US rat race and GC queue. From what I know, people in EU countries like Belgium have a 1st world lifestyle and enjoy more vacations and relaxed work atmosphere than people in US
