CP Chennai Interview: Documents submission

Friends,
My parents have a CP interview scheduled Jan 10, 07 in Chennai, they have been instructed that the documents need to submitted in advance by using the VFS services locally. Is this a new procedure for Immigrant Visas?

Any inputs appreciated.

Yes, this is a new procedure, introduced in November this year. See the Chennai Consulate website for details.

My parents have their interview on Jan 4.

I noticed that they also require a marriage certificate and if that is not available, a sworn affidavit before a first class magistrate. I am seeing this requirement for the first time. In the past all they wanted was a affidavit from two people who had attended the wedding..
