Country of eligibility question

Hello everyone, I was born in the Soviet Union now part of Ukraine when my father was studying there, and lived there as a kid till I was around 5.

However I have lived almost my life in my fathers country and I am a citizen here, I have never had a passport or anything like that from the USSR or Ukraine.

I would like to claim eligibility through my current country since not only does it make more sense as I have no connection to the Ukraine but also statistically my chances would be much better.
Does anyone know if I can claim my current country? I am reading the eligibility rules but I cant quite make sense of them.

Any help would be greatly appreciated.

Normally you need to claim eligibility based on the country you were born in, not your country of citizenship. Sometimes you can claim the country of your parents birth as your country of eligibility. But to qualify for that, your parents would need to have been residing there temporarily and the country of your birth would need to ineligible to participate. I'm not sure if living there for the first 5 years of your life would make that a temporary stay.

I think your best bet would be to claim the Ukraine so you don't get disqualified at the interview if you're selected.

Don't complicate issues for yourself if you get selected at the end of the day. You should simply claim eligibility through country of birth if the country is eligible.

Your country of eligibility will normally be the same as your country of birth. Your country of eligibility is NOT related to where you live. If you were born in a country that is not eligible for the DV program, please go to Explanation of Country of Eligibility to see if there is another option available in your case.

The above quote is from the registration page I just submitted for a family member.
