Country of Changeability in case of adoption

Greetings,

Apologies in advance for another question on the country of changeability but my situation is not as clear and straightforward as it may seem.

The choice is between two countries: Russia and Georgia (a tiny ex-USSR country), they both belong to EU region and both are eligible. BUT candidates from Russia have much lower chance to be selected due to large volume of scam applications.

A bit about my situation:
- I was born in Kaliningrad, Russia but immediately given up by my birth parents. I have absolutely no information on them, and my birth certificate states my adoptive mother as my mother and an imaginary person as my father. We do not have any adoption papers.
- My mother was born and lived all her life in Tbilisi, Georgia, and only traveled to Kaliningrad, Russia for a few weeks to deal with my adoption, and I was taken away from Russia when I was a couple of weeks old.
- She has proof that she was employed full time, had a house and lived in Tbilisi, Georgia at the time of my birth. Information about my father on my birth certificate is based on my mother's declaration (she just didn't want the graph to be void), and we have a statutory declaration confirming this.

DV Lottery Instructions state:
"Were you born in a country whose natives are ineligible, but in which neither of your parents was born or legally resident at the time of your birth? If yes, you may claim the country of birth of one of your parents if it is a country whose natives are eligible for the DV-2020 program".

Question:
Even though I was born in a country that IS ELIGIBLE, can I still claim changeability based on my mother's place of birth in my situation?

You’re wrong when you say something like “country x has a lower chance of being selected because of lots of scams”, because selection is done on region, not country. Put down the country listed on your birth certificate.
 
Thanks for your reply SusieQQQ, these rumours are very persistent, though! I am not sure what to believe. Am I overcomplicating my situation?

Well, there is a lower chance for the countries that are limited during the draw. For years, we have seen the U2 countries have so many entries that their selectees are capped early (causing their concentration of cases in the lower numbers). So - capped countries do experience a lower chance of selection. Russia has started reaching that level of entries, so could in fact be capped - thus lowering the chances of selection.

However, someone lowers their chance of successfully getting approved when they try to game the system, so in this case as all three of us already answered (mine in my blog), the entry should be made based on Russia.
