Country of Birth

Hi,
I am trying to fill out the I-130 form for my parents, which asks for Country of Birth. My dad was born in Multan (now a part of Pakistan). Should I be putting it down as India (since it was India) at that time or as Pakistan (since that's where Multan is now)?

The n400 instructions say this, I assume it applies across all uscis forms

Country of Birth. Type or print the name of the country in which you were born. Use the name of the country at the time of your birth, even if the name of the country has changed.

That's interesting. So it's different from the place of birth on the US passport, which is based on the country which is currently recognized to have sovereignty over the place of birth.
