Hi,

how about people that are born in the eastern parts of Germany which became Polish after World War II? Can they apply for the lottery?
 
which country is it right now in that particular geoplace? which country is listed in the birth certificate?
 
I'm not sure, have not seen the birth certificate, but I think it must must be something like XYZ/Ostpreussen which was part of the Deutsches Reich at this time and became Polish after 1945.

Written within the instructions "The name of the country should be that which is currently in use for the place where you were born"
That would mean, Poland and not eligable
