BanglaBabu.. there could be a pattern.. look at the 485 ND's for all the approved cases.. it is mostly in 2004 or prior.. but bulk of it is in 2004. So maybe they are processing by PD+ND combination.

Anyother opinions??

I agree and also transfer date(VSC-> TSC) is also playing key role there. March 2nd bunch is getting approved.
 
Can someone who is good with spreadsheets, put these dates into one and analyze it for the good of all of us:) Maybe a clearer trend can appear if its represented graphically; since this list is becoming bigger by the day.
