Could I Change My US. Permanent Address When I Land to the US ?

if I wrote on my DS-260 application the US. permanent address, for example: Houston, and not yet get the SN and then later on I made up my mind and I moved to Philadelphia instead, can the address be adjusted ? because as far as I know the only change to the address I can do o when I landed on the airport ONLY in immigration office, is it true ?
 
You can (and in fact must) record any change of address after you have landed in the US via form AR11. However note that if you do this between landing at POE and receiving SS/green cards, it is very likely the new address will not go through the system in time and that the cards will end up at the address on the DS260. So if at all possible you should have your new address to give CBP when you enter, or at least ensure that whoever Is at the address on the DS260 is still happy to receive the documents for you.

Actually, if I changed the address as you said it in between landing and receiving SS/GC and they send it right to the address I provided on DS-260, can the receiver of the address send the SSN/GC to my new address ? for example if he/she living in Houston, can he/she send it via mail to my new address in Philadelphia ? or is it considered sensitive documents that cannot send via mail ?

Well, they can but it’s probably better to fedex/ups something like that. It costs $540 to replace a lost green card.
