Could anyone give an estimate as to how much chance that one will get RFE ?

I have some friends who got approvals without getting RFE, but other friends did get one. I am just curious to know, how much chance that one will get RFE? how does II determine whether issue a RFE or not ?
is this a random thing or they caught something in the application ? Looks like VSC has more RFE than any other Service center.

I too noticed that. Two of my pals got the approval without RFE, they were on EB2 and PD\'s current. Another pal on EB3 got an RFE even b4 the PD was current. I am still waiting to hear. I guess it is prettty random.
