I got a letter from Sandia National Laboratory for my I140 RFE (NIW CSC). It is a very good letter , except for the following paragraph.

"As a manager responsible for hiring decisions, I can attest to the difficulty in finding engineers and scientists with Dr. XXX's unique qualifications. I believe that the shortage of such qualified individuals in this country amounts to a national crisis. Furthermore, because Sandia is a national security laboratory, we normally require that our employees be US citizens. Therefore, I believe, it is in the best interest of this country to support Dr. XXX's petition for permanent residency."

My laywer thinks that the above paragraph states about labor shortage and is harmful. But I think that it says about the shortage of top scientists in this field, not the "labor shortage".

Could anybody share with me your opinion. Thank you very very much.

It addresses shortage of qualified people which is o.k.
My eyes also got stuck on US citizen issue....ur application is for permanent resident still not citizen..officer can argue that u have to do much even after getting LPR for citizenship.....

Since I need to decide to use this letter or not, could you please tell me if you think it is negative to use this letter? How much is risk?

BTW, what is LPR? Thank you again.

Does not look good to me. There is a labor certification process to prove 'difficulty in finding'. Your lawyer is right, and CIS most probably will say the same. I would ask the referee to omit this paragraph.

If you can get it modified it will be best!
otherwise it invites questions!
LPR is lawful permanent residence which means output of this all green card application...................
