COS from h1 to h4 VERY URGENT

HI all
i really need help in my case.i came to US on h4 in 2007.then in 2008 oct i got h1 approved so i did COS from h4 to h1.but never stamped h1 on pp.my h4 stamp expied on sep 2009.so till 2010 sep i was on h1 status.now my h1 was going to expire so i applied for COS from h1 to h4 in US.and got REF they demand my latest 3 paystub.but problem is i never did job on h1 i was on bench my employer never provide me project.so now im very confuesd how to handle this situation.what to reply REF.please suggest me now if i got to india for h4 stamping will they ask me mine h1 status in US.then what i can reply them.i will get h4 stamping or they will refuse it?please share your exp.plz its very urgent.

------inform the USCIS .what you have written here, provide the name of employer and the reason why you did not have pay stubs. FYI how much you paid to Desi employer for H4 to H1?

i dint not paid that time i did cos from h1 to h4 by my own.now my question is if i go to india for h4 stampinf then there will be any problem.can they ask me about my h1 status.if they ask me and i will tell truth then will they issue my h4 or not
