Cornyn-Kyl, McCain-Kennedy bill's effect on EB2

The following table compares the current EB visa number allocation system with proposed changes in the allocation system in these two bills:
Current System <==> Cornyn-Kyl bill <==> McCain-Kennedy bill
EB Total Annual Quota 140,000(100%) <==> 190,000(100%) <==> 290,000(100%)
EB-1 28.6% <==> 20.0% <==> 20.0%
EB-2 28.6% <==> 20.0% <==> 20.0%
EB-31 28.6%* <==> 35.0% <==> 35.0%
---------------------------------------------------------------

Does this mean that the major beneficiaries will be EB3 folks and not EB2.

what are they thinking?

are they many more eb3 than eb2 out there?

Do a simple math. Earlier you had 28% of 140K but now you will have 20% of 290K. I think there are far more of EB3 then EB2.

I meant the Cornyn-Kyl bill, in which only 190K total but 20% of that is for EB2 and that means 38K visas.

The existing number for EB2 is 28.6% of 140K that is around 40K visas.

So I say EB2 is worse off in Cornyn-Kyl bill.

McCain-Kennedy bill is certainly nice and everybody wins.
