If a person want a copy of his/her record or file with Canadian consulate general in buffalo or from Canadian immigration can he request that? Is there a form to fill for that? How much it cost? And how long it takes to get a copy?

There are 2 things you can get:
1. CAIPSNOTES - which is particularls about your case with the Canadian Consulate (i.e. immigration application)
2. ENTIRE FILE - you can request an entire file, which basically will contain all the forms, letters, etc. that has ever been submitted by you (or your lawyer).
