Converting H4 to H1

Hi all,

Wife is on H4 currently and would like to get H1 and start on a job. But I guess there is no H1B quota left for this year. Here are my questions and I will really appreciate if someone can answer these.

1) Is there any way out so that she can start working as soon as possible or there is no way but to wait until Oct 2006?
2) When can we file for new H1 for 2007 (which does INS start taking applications for next year)?
3) When did 2006 H1B quota of 65000 got over? Was it after Oct 2005 or even before that?
4) Are there companies willing to file H1 even though they know that the person cannot work immediately and they will have to wait until Oct 2006?
5) Are there any known reforms/laws coming that will improve this situation?

Wait until 2006 Oct.
