Converting from H4 to F1

My wife is currently on H-4 visa. She has been admitted into a US Univ. to persue her MS degree. She is currently applying for change of status to F-1. If the status change is approved by the USCIS, what are the chances of visa being rejected when we travel outside of US to get it stamped?

If her F-1 visa gets rejected for any reason, can she come back to US on H-4 visa. Please advise.

F1 visa always has its own risk. If F1 rejected < she can come back with H4.

If her F-1 visa gets rejected for any reason, can she come back to US on H-4 visa. Please advise.
