Conversion from B1 to F-1

My brother-in-law wants to migrate to US. He is in the 10th grade in Bankgladesh. If he comes here as a visitor, how can he stay legal throughout his study period? I checked with the high school. They do not inquire about his visa status. I am confident that he would get a visitor visa, because he has been here a couple of times.

If anyone has any input as to how he can pursue his high school education over here and stay legal, it would be a great help. Thanks in advance.

He intends to come to the US for study only. He will leave upon completion of his study.
