Control of the Senate - Impact on INS memo

Friends,
   As you all know the Senator from Vermont quit the Republican party and became an independent as of yesterday. That means there will be a new chairman will be appointed of the senate immigration subcommittee. Am I right? If so, do you think that will delay the INS memo which is expected sometime in the first week of june!! Help us God!

They cannot delay because their business is to only legislate not implement. Implementation is done by the Department Of Justice under the Bush Administration.
