Previously I used to apply 3 months in advance (its also CIS guideline) before expiration of current RTD. However the way things are going, I would advise applying 6 months in advance (sounds a little crazy for 1 year document, rihgt?, but hey expect crazy things from CIS)
My document was expiring in May 04, and I applied for a new one in Feb 04. I finally received it in August 04.

u dont need to send the old RTD with your application, just the copy is ok

Thank you Laze. Mine is expiring on May 05, I will apply on November then, so I get it in time.
Guys, the chaotic way things are happening right now in CIS (old cases being held and the new ones approved before the older ones, and I do not mean asylee adjustment, other stuff like EAD and RTD, wouldn't it worsen the situation if you applied six months in advance? An friend of mine filed for adjustment of status after filing his I-140 and according to processing times he would have to wait for his EAD and AP for about 3 months and in reality got both withing 2 WEEKS. Go figure. All I'm saying is that we can not rely on any kind of patterns when it comes to CIS...
