Continuous Residency exemption

Hello
I would like to request some guidance with respect to the requirement for the continuous residency for a parent.
LPR was obtained in 2009 but I believed he has not lived in the US more than 1 year in the last 5 years because he has a job(American organization such as USAID) that requires him to work outside the US. He had continuously filed his taxes and had returned to the US every 6 months( no more than the 180days abroad) since 2009 with the hope of applying for citizenship.
I have done some research earlier and stumbled on the Form N470 but I don't think he qualifies either for the exemption because he has not been in the US for at least 1 year.
Is there any exemption that can help him?
Is there any hope at qualifying for US citizenship if he can't live in the US in the near future?
Any help will be appreciated.

I believe it's moot, because he has to file N-470 before leaving the US. If he had filed the form in 2009 he would potentially now be eligible.

Basically, the clock doesn't start until you're either in the US or you have filed the N-470 form.
