Contacting I/O vs service request

I wanted to know how can one contact I/O or put a service request. Please let me know what is the process to do it.

When they come online u can open a SR as well as ask other questions
 
I am going to call them sometime this week. I got a strange letter from USCIS in mail. It says that they have received notification that your address has changed. I have NOT changed my address or done anything to change the address. They are asking that if this is not the case contact them immediately. But if I have changed the address, fill in the AR-11 form.

Last when I changed the address it was 2 years back, and have not changed since filing the GC.

Any one has this experience?
 
My attorney says that I can ignore this letter, since USCIS is sending these confusing letters on many cases where an inquiry was made. Go figure!
