Consulates in Mexico/Canada for H4 to H1

Can any one please tell me which consulates in MExi co or CAnada allow H4 to H1.
Or should I need togot my home country only for that??

Right now I am on H4 and My H1 is valid since oct 1 2004. As i had a baby I couldnt join work.I got my H4 in India

Please help....
