Consulate asking for 797 approved for H4

Hi,

My friends wife (from pakistan) went for H4 visa , along with her husband approved 797, marriage certificate, pay stubs etc ... there at islamabad consulate they told that they need an approved 797 in her name in H4 category inorder to issue her the visa .

My question is it possible to file for fresh H4 visa application here .Because in india they never asked us for that ...they only asked primary applicant H1 ,797 plus supporting docs .

My friend is ready to file for H4 application here ..but is it do able ?

I-797 for H4 ?

Do we really have to have a separate I-797 for H4 ? or I-797 of spouse on H1-B is sufficient ?

What other documents are required at Islamabad Consulate for H-4 visa ?
 
I called the Islamabad embassy last night and was told that if my wife comes by herself to apply for an H4 visa she should bring an approved I-797 with her.
 
US Embassy is not asking for I-797 for first time H-4 Beneficiaries

I got a visa officer on the phone and he said that last week the embassy received clarification from the Dept. of State that an H-4 I-797 is not needed unless the beneficiary has changed status within the US. The spouse's I-797 is enough.
