Consular Processing: Question 21b on form DS230

Please help.

I have been reading the forums, unfortunately I couldnt find an answer to my question. Question 21b on DS230 ask this: List persons named in 14 and 19 who will follow you to the US at a later time?

I am a USC filing a petition for my dad. But I have two sisters aged 14 and 19. My mom will stay with them for now. I intend to file a petiton for all 3 of them at a later time. Should I post their names as an answer to question 21b? Will that hurt my dad's chances to immigrate or theirs to come visit the US at a later time as tourists?

What should I do? Thank you very much.

This question relates to those who can be included in dad's petition as his derivatives. Since your sisters cannot get visas based on dad's I-130 as his derivatives, you cannot include them in the petition in q. 21b

NO I DONT THINK U CAN FILE FOR UR 2 SISTERS..I DONTTHINK THERE IS A WAY POSSIBLE FOR THAT..THATIS ONLY FOR UR DAD NOT FOR UR SITERS AS MUCH AS I KNOW IAM ABOUT TO FILL THAT FORM TOO NEXT WEEK MAY BE..AND IKNOW THAT QUESTION 21B AND SO R SO CONFUSING MATTER IF FACT IAM STILL CONFUSED ABOUT MY CASE ..BT IN UR CASE I KNOW FOR SURE NO...NO...WELL THANKS

Same goes to your mom. You need to mention your mom's and sisters' names when answering Q14, 19, but you need to answer "N/A" to Q21a, b.

Lucy, can you please extend on your answer regarding my dad's derivatives? Who does qualify for this?
 
in your case, nobody qualifies as your dad's or mom's derivatives. Your sisters do not qualify for following-to-join either. They would, if they could get visas at the same time with your parents, but they can't.

Who would qualify as derivatives? let's see - if you apply for your sister who is married and has kids, then her spouse and her kids will be able to get the visas at the same time as your sister as her derivatives. It does not work the same way for parents of US citizens.

Do read the instructions to I-130, it explains everything about the derivatives in the section titled "For Whom May You File?"
