Consular Processing - Packet 3 and Fees

After I140 approval NVC created case and within a week it has forwarded my case to Chennai consulate. NVC didn't send me or my attorney P3 and also didn't collect IV fees. My PD is current. I read on NVC website that they collect fees and send P3. After that they send it to consulate.

Is there any change in the processing? I appreciate if anyone has this experience or knowledge post reply to this.

I sent an email to consulate enquiring about my case. They replied back that they will schedule appointment. I am waiting for appointment.
 
Yes, my case was under expedite category (son reaching 21yrs) so they forwarded to Consulate for further processing.

NO, NOT YET, I CAME BACK TO INDIA AND APPLIED FOR CP. AS MY I 140 IS APPROVED,THEY APPROVED MY I 824 AND I AM DONE WITH MY DS 230 PART I AND WAITING FOR MESSAGE FORM CONSULATE OR NVS THAT MY FILE HAS BEEN TRANSFERED HERE.
