Congressman or PP to push my EB1A I-140 ? Need your opinion.

** Risk of denial if ask Congressman to push my EB1A I-140 ? Or I should do Premium Processing ? **

The processing time for TSC EB1A I-140 has been 4 months since last September. But my DIY EB1A I-140 has not been touched for over one year now. I called to have service requests twice with no outcome.

I am thinking to ask a Congressman to push processing of my EB1A I-140. I asked this Congressman before with quick approval of my NIW I-140 that was held for 14 months. That time I felt a lot of confidence. But this time I have some confidence for my EB1A but not as much as for my NIW I-140. I am afraid if I ask Congressman to push TSC, the IO may be upset and more picky with EB1A I-140, and may give me a denial. I guess if I ask Congressman, I will have either approval or denial with 60-40 chance. If it is a denial, I will have to find another place that will sponsor EB1B for me.

Alternatively, I can pay $1000 to ask for Premium Processing. I am not so willing to pay this money after waiting for one year, but mainly because I heard that premium processing is more likely to lead to RFE. Maybe I have wrong information. I guess if I do premium processing, 60-40 change I will get either approval or RFE --- unlikely denial. Right now I need to have green card in hand badly. If I get a RFE, I will have to wait for a few more months to get my green card if I am lucky.

Would you please provide some suggestions or describe your related experiences, regarding which approach I should take now ? Thank you very much in advance !!!
