Confused with processing times/options...please help!

IN NEED OF TWO REALLY URGENT ANSWERS....THANKS ANYONE IN ADVANCE FOR REPLYING !!!

QUESTION 1:
I'm currently seeking a faculty teaching position after having completed my master's degree here in the US and have some prospects, but I'm uncertain about how long the DOL labor certification AND H1-B premium processing may take.....the DOL's website indicates this can be done electronically and within hours/days in most cases ( I happen to be in a shortage occupation area) , and H1-B premium processing about 8 working days. One of the prospect employers told me they'd confirm if this can be done in about two weeks in order to initiate the process so I can start working by late Sept....is a DOL/H1-B visa 2-week processing timeframe realistic ??? I'm getting a lot of confusing signals on this....
If I don't stand a chance according to the answer for question 1...QUESTION 2:
My F-1 status (according to my I-20) was valid until Aug 12 (now I'm on the 60-day "grace period" for departure) and I just found out about that I was eligible in my field of studies for OPT (my university had not provided me info about this in advance)....I need to wait until December for graduation and I've already got a letter from the university stating that I already completed my courses....can I still file for OPT with the school's approval to start employment purposes in January ? (there are more than 90 days to get the OPT and EAD processed)

-------LCA from DOL can be received in same day or maximum 5-6 days. H1B premium processing takes 15 days but if any RFE then count the 15 days again from date RFE received by BCIS

-------- Ask your employer to get LCA, lawyer has to prepare the H1 petition and then lawyer will mail it to BCIS. If premium processing and no RFE you may get H1 approved in hand in maximum 20-35 days from the date BCIS receives the package.
