Confused Plz Help

I had applied for my mom who is in India for green card (CP) in august. Last month they moved the case to Texas service center and now it says it has been moved to USCIS center and is in initial review state still. Can anyone tell me what it means? does it mean I will hear from them soon or ?. Thanks in advance.
 
When you file an I-130, it is filed at a contract afcility that only collects the fee and data enters it in a.computer (they only reject for no signature, wrong or no fee). Then it is moved to an actual USCIS Service Center where it is adjudicated. Once they look at it they decide how to proceed. There will either be a request for evidence or a decision. Yours seems to be just barely still within the posted processing time.
