I just spoke to National Visa Center, and they have changed the process of sending out the Packet-3. The operator was very friendly and explained it to me in some detail. Here is what she said:
Old process:
1. NVC sends Packet-3 and Fee Receipt to Attorney
2. Cashier's Check and completed Packet-3 are mailed back to St. Louis.
3. St. Louis cashes the check and forwards the completed Packet-3 to NVC
4. NVC reviews Packet-3 and sends to Consulate.
New process (effective October 1, 2002):
1. NVC sends Fee Receipt to Attorney.
2. Attorney sends Cashier's Check to St. Louis
3. St. Louis cashes check and notifies NVC.
4. NVC mails out Packet-3 to Attorney.
5. Attorney fills out Packet-3 and sends it back to NVC (not to St. Louis any more)
6. NVC reviews Packet-3 and sends to Consulate
The addition of further steps in the process is sure to send the popularity of CP plummeting. More and more people are already choosing Adjustment of Status because of AC21 and concurrent filing. Now with this new procedure, fewer people are going to think CP is worth the trouble.
