Reentry Permit Vs Refugee Travel Document

My RTD is looked like US Passport, but it is in light green color. Does the Reentry Permit looked the same (in a passport size or just a paper only)?

On the form I-131 part 2, there are 6 choices to choose one. The only two might apply to asylee are as follow:
2a: "I am a permanent resident or conditional resident of the US and I am applying for a reentry permit."
2c: "I am a permanent resident as a direct result of refugee or asylee status and I am applying for a refugee travel document (RTD)."
According to this form I-131 instruction, if you choose 2a, you will get two years; but if you choose 2c, you will get one year.

Assuming you are a permanent resident as a direct result of asylee, I wonder how can you choose 2a. Please let me know the trick. I hate to pay $165 for just one year RTD. US citizen pays about $100 to get a 5 year passport. It is really unfair to asylee. Thanks.

The RP is in the same format as the RTD. , just titled differently and have a different expiration date.

I do not see why you think you cannot pick 2a: "I am a permanent resident or conditional resident of the US and I am applying for a reentry permit."

As soon as your I-485 is approved you are a permanent resident of the United States. As such you are entitled to all the rights and privileges of LPRs. One of the privileges is obtaining a reentry permit.

I have my I-485 approved on 07/11/05; just received notice from INS about the approval. I submit my I-131 application this Monday. I choose 2c instead of 2a; also, I submit the wrong picture (3/4 view) with my application. I really want to withdraw my application. I check my bank account, the check I wrote for USCIS is not clear yet. Is that anyway I can withdraw my application? Do you think if I make a stop payment for the check, USCIS will return my case? How about about call the 800 number? Thanks.

I doubt you can do anything like that. They have so many letters in their mail room to be processed that they cannot dig out your package if they are inclined to help you out. They will open your letter and send your check to the bank in assembly line fashion. Once they cash your check it is not refundable.

You will get your RTD and it will be all right. You can travel to most places in the world with it. Also you cannot apply for a RP while you have a valid RTD. A person can have only one travel document at a time.
 
If you are an asylee, you get RTD.

My 2000 RTD has two year expiration. My 2002 only has one year. Somehow they changed the policy around year 2001-2002.
 
First of all I would like to point out that 200,000 applications for adjustment is not such a big amount for USCIS to process since they issue about 600,000 Green Cards each year for different categories of immigrants. They can be all done with the backlog within 2-3 years I am sure. If they need to hire more officers they are very welcome to do that. We pay for our applications quite some money. Another solution is to send some percentage of applications to local offices if it's too much for Nebraska. Every time I visit my local USCIS office I get mad because the way these freaks work. They literaly do nothing making people wait hours and walking back and force with idle faces.
The question about RTD is very urgent and needs to be discussed during the conference. I've received mine 2 months ago after 4.5 months wait and in fact I need to apply for another one in 5 months since it will take 3-4 months to get a new one and most of the countries require RTD to be valid for another 3-6 months before applying for visa .

The "Class" type printed on my Refugee Travel Document is "Asylee". Could you please tell me what is the "Class" showed on your Reentry Permit. Thanks.

do not have the document in front of me, but I am pretty sure that it says permanent resident.

When was the last time and where did you send your application of Reentry Permit? Nebraska or Local office or Chicago? Instructions on Form I-131 requires application sending to Nebraska. The instruction might not reflect the update information; for instance, the instruction requests for 3/4 view photograph, but it has beeb changed to front view since last year. Thanks.

The supplemental instructions on the USCIS website are pretty clear that applications for refugee travel documents and reentry permits go to NSC. Only SOME applications for advance parole are filed in Chicago.

you mentioned RP and RD are uniformed in format and only "titled differently", can you tell what the titles on the documents are?

Here is my guess base on the info I got from here and uscis website, Please correct me if I am wrong:

a RP is titled Return Premit? (this option for adjusted asylee only,right?)

RTD title: formally was titled Refugee Travel Document, now, The green one only shows Travel Document, right? if you are approved , the class would show "PR", if you are waiting, it gives "asylee"? or "refugee" for refugees.

finally, can both function as passport substitute?
