Hello,
I think, you can apply for college loans. This question is more specific for the university financial aid office. You should ask them. There may be some loans/aid that are only reserved for citizens.
But,conditional PR is equivalent to permanent resident, but on condition, that you remove it after 2 years from the day you get it. So, for tuition and aid purposes you are considered resident.

You are perfectly eligible to apply for federal financial aid for studies as a CPR ---- you are eligible for the same benefits as an unconditional PR.
