Concurrent Filing ??

Hi guys,
Can somebody please clear that what is considered as 'Concurrent' filing among the following ?

- Sending I140 & I485 apps in one envelope togather (Concurrent).
- Filing I140 & I485 around same time separately (Concurrent ??).
- Filing I485 before I140 approval (Still be concurrent ??)

My idea is

The condition for pilot program should be considering under EB2 and
"Sending I140 & I485 apps in one envelope togather" and after specific date.

Sending I140 & I485 apps in one envelope togather = concurent filling

Just my 2 cents
 
Concurrent Definition:

1. You can either file 140/485 both at the same time in the same package.
2. Either file 140 first and get the receipt notice and then file 485 indicating
the receipt number of 140, even this is concurrent.

So I think if I 485 is filed before I-140 approval it will be considered as concurrent filling. And according to a recent CIS memo concurrent cases will be adjudicated at the same time, actually I140 will be adjudicated when I-485 will come up or will be ready for adjudication. Thats bad.
 
Is it possible that I file my I40 in Nebraska as my LC was approved in Chocago and 485 in Taxes center as I live here? If yes then can I file Concurrent and how it works?

All three cases are classified as concurrent according to USCIS.
