having come into effect after AC21 law was passed. Although no one can be 100% sure, senior INS officials from INS Headquarters who help formulate INS policy, have informed us at various meetings that the 180 day clock should start ticking from the date of the I-485 filing, not the date of the I-140 approval. That is a reasonable interpretation.
