Complicated situation with H1B visa - is there a simple answer?

I am writing this post on behalf of my friend, who has had this problem brought upon him.

He came to the United States with his parents under his father's H1 visa (as a minor). During that time, he applied to attend an American university, and got accepted. However, after his acceptance and all required paperwork, his parents returned to their home country. He attended the college, without thinking anything was wrong. However, as he was in college, his H1B visa expired, since his father had ceased to work (and thus ceased maintain his H1 status - in addition, my friend had become a legal adult). He was not made aware of this until over a year after his H1B expired, thus eliminating taking advantage of the grace period (which we read about elsewhere - though I'm not positive of its validity). Right now, he has been continuing studies at his university with no problems from the school administration or any other agencies. He wishes to remain in the United States to work upon graduation, and to apply for citizenship via the proper channels, but is unsure how to approach the proper authorities regarding his status and the appropriate plan of action.
