Completing 6 years of H1B. What is the best time to apply for H4?

Hi,

What would be the least possible time I could wait to apply for a H4, if my H1B 6 year completion is in Jul' 04.

If I apply now, and if the receipt notice comes in a month then can I continue to work until Jul '04 or should I immediately stop working.

The USCIS takes the position that time spent in H1B and H4 together count towards the 6 year limit. Therefore I think it may be hard to stay on an H4 after the 6 year limit.
