This question is more than just the DMV policies of individual states but rather the resources that are being wasted which, I believe, could be used for improve our security as a nation in other more constructive ways.

Before accusing others of "ignorance and discrimination," you should educate yourself about the law and the rules. In Georgia (and most places) you need an IMMIGRATION DOCUMENT to prove that you are legal if you want a DL. They do not give a damn that you have a unrestricted social security card. Getting a DL and doing your I-9 paper are two completely different things; the rules are different.
As the old adage goes having a little knowledge is lethal.

Anybody who casually follows immigration issues knows that after 9/11 the majority of states now require DL applicants to submit immigration documents. You are not going to get a DL just showing them a social security card and any photo ID. They have to give them a document from immigration officials confirming that you are here legally and the expiration date of your stay (if any).
This will be uniform across the country when the REAL ID Act takes effect shortly.
