Combination of 1+2=3
Code 3 is just the combinatation of what you already did on code 1+2. Anotherwords in code 3 they will take your 10 FP's/Index print/Pic & Electronic Signature.

I believe this time it is mass fingerprinting again. They don't look at your file, just all applicants with ND before Dec 31, 2002 are getting refingerprinted, as we read on this immigration.com site, link to which was posted here not so long ago.
