clarification needed on ac21

Hi,

Suppose Labor Certification is done in State "A" and is it OK to accept new employment in State "B" under AC21 portability of I-485?

Neither the AC21 law nor the BCIS memo on AC21 address this issue. How ever most of the consulting companies file a generic LC (saying that the candidate will work at multiple locations in USA). If they don't say that in LC and LC says that the candidate will work only in a particular state, then BCIS has some scope to create nuasance if they want.
