Clarification needed for citizenship eligibility

One of the requirements stated for eligibility for US citizenship application is:

Have lived within the state, or USCIS district with jurisdiction over the applicant’s place of residence, for at least 3 months prior to the date of filing the application

Need help interpreting this requirement. Does this mean:
a) Physical presence required for at least 3 months prior to date of filing in the USCIS district OR
b) Proof required for living in the USCIS district for at least 3 months prior to filing via either bills or other means....

Essentially it is b). You are required to have maintained your primary place of abode in the state, or USCIS district with jurisdiction over your N-400 for at least 3 months prior to filing. You are not required to be physically present in the state/district for that entire 3 months period.
As a practical matter, if you have a valid driver's license or state ID showing the home address in the state/district and issued more than 3 months before filing N-400, that is usually viewed as sufficient proof of satisfying that requirement. If you want to be extra careful, you could also bring things like utility bills, apartment lease (or mortgage statements) etc to the interview, just in case the IO asks for more proof than just the driver's license/state ID. Usually that won't be necessary unless, say, your job is located in another state/district.

It means you must be (and continue to be) a resident of the service area you are applying from for at least 3 months prior to applying.
